The Mass Market team’s mission is to inspire the UK public to financially support the International Rescue Committee (IRC) and help people impacted by conflict and disaster. The main purpose of this new role is to develop and manage our new Weekly Lottery product, which is a brand-new area of fundraising for the IRC and a significant step towards achieving our strategic objectives of sustainable growth, maximising income and developing a diverse and loyal supporter base.

As the Prize-Led Fundraising Manager, you will project-manage the launch of the IRC Weekly Lottery, which will include appointing and leading a creative agency to develop the overall proposition and creative assets for the product. You will collaborate with the Mass Markets team to design audience-led recruitment and retention strategies and co-ordinate key internal and external partners to ensure the project runs smoothly. You will work with the Head of Mass Markets to develop internal and external governance processes and policies, as well as appoint and manage suppliers to help us meet the conditions of our license. Once the Lottery has successfully launched, you will be responsible for driving growth to achieve significant and ambitious targets as well as looking for opportunities to drive growth in other new areas of prize-led fundraising.

IRC-UK was established in London in 1997 to support the organisation’s global activities and particularly to diversify its donor base and to better advocate with European policy-makers on behalf of the people we serve. Since its establishment IRC-UK has grown rapidly and is now acknowledged for its high-quality project management, technical expertise in governance and rights and economic recovery, and innovative thinking on early recovery and gender based violence. IRC-UK comprises approximately 150 staff. The IRC also has offices in Berlin, Bonn, Brussels, Geneva and Stockholm.


Strategic and programme development

  • Lead the launch of the IRC Weekly Lottery, including developing an appropriate and appealing creative proposition and multichannel assets and marketing strategy, co-ordinating tech requirements, co-ordinating internal and external partners to deliver the project on time
  • Overall responsibility of the lottery growth strategy, including identifying and testing new audiences and developing audience-led propositions; developing content and messaging strategies; identifying and launching new channels; developing a stewardship programme that increases retention and maximises the average revenue of players
  • Supporting the Head of Mass Markets to develop and lead internal governance and safeguarding processes and policies, including reporting to the IRC’s Audit and Governance Committee, and ensuring licensing conditions are understood and met
  • Be accountable for activity being produced on time, in budget and within departmental strategic objectives
  • Work closely with equivalent teams in other national markets (i.e., Germany, Sweden, USA) and the Mass Markets support team to coordinate and maximise opportunities for growth
  • Work collaboratively with Fundraising and Communications colleagues to maximise fundraising opportunities

Insight, analysis and data management

  • Work closely with the insight team and external agencies and services to ensure all decisions are driven by insights from performance data and market trends
  • Gain a detailed understanding of IRC audiences, both behaviourally and attitudinally, and use this insight to inform the audience strategy to ensure an audience-first approach
  • Work with Insights and Analysis team to develop and maintain a monitoring and reporting framework for lottery / gaming activity and associated metrics that show the performance of the programme and strategy
  • Work with the Acquisition and Retention teams to develop detailed in-campaign and end-of-campaign reports to ensure all relevant information is documented in a timely manner and used to develop future activity and strategy plans

Budgeting and planning


  • Accurately forecast, monitor and report on gaming income and expenditure budget and feed into Acquisition and Retention budgets where appropriate
  • Focus on maximising return on investment, and take contingency action as necessary to achieve budgeted income target, including making recommendations for investment / disinvestment where appropriate
  • Balance in-year income with life-time value as appropriate to ensure all activity is driven by maximising longer term income
  • Conduct quarterly review and planning sessions, ensuring all activity is aligned with UK Mass Markets strategic objectives and balanced against team resources

Leadership and management

  • Be an active part of the Mass Markets UK management team, ensuring you always showcase leadership behaviours and IRC values
  • Support the Head of Mass Markets in leading the internal gambling operations committee and be the specialist in gambling legislation
  • Lead on 3rd party supplier relationships and contracts, ensuring all work carried out is to a high standard and represents good value for money
  • Forge excellent relationships across all areas of the IRC to find opportunities for collaboration where appropriate
  • Network and build external profile of the IRC-UK Mass Markets team


  • Keep up to date with the sector developments in prize-led fundraising to ensure IRC is at the forefront of fundraising
  • Maintain an up-to-date knowledge of current legislation, best practice and industry standards and adhere to all relevant regulation, in particular that of the Gambling Commission, the Fundraising Regulator and the ICO
  • Maintain an up-to-date knowledge of current GDPR data protection legislation and ensure all activity is in line with these requirements
  • Ensure all fundraising and marketing is ethical, effective and supporter centric and adheres to internal guidelines on Diversity, Equality and Inclusion.
  • This post may involve some travel, overnight stays and very occasional working outside core office hours
  • Undertake any other additional tasks as requested by the Head of Mass Markets



  • Senior-level experience of leading individual giving programmes and of prize-led fundraising products
  • Experience of product development and taking a product to market
  • Experience of the full channel mix, particularly digital and face-to-face channels
  • Comprehensive understanding and experience of audience segmentation, analytical modelling such as LTV and use of insights to drive strategy and performance
  • Experience of working in a fast-paced, high performing team
  • Experience working for a centralised, international organisation would be a strong advantage

Skills, Knowledge and Qualifications:

  • Detailed understanding of prize-led fundraising products and the UK charity gaming market
  • The ability to project manage a complex product launch with multiple outputs and stakeholders – knowledge of Agile / Scrum or other project management methodologies would be an advantage
  • Detailed understanding of UK gambling legislation and compliance requirements relating to prize-led fundraising
  • Understanding of sophisticated budgets and performance forecasting models, particularly of recurring revenue business models
  • Strong interpersonal skills, able to lead, influence and negotiate with stakeholders at all levels
  • Driven and proactive with a solutions-based outlook and the ability to motivate others
  • Commercial mindset, with the ability to set and evaluate short and long-term strategic objectives and pivot based on results
  • Chartered Institute of Fundraising, Cass or comparable qualifications would be an advantage
  • Numerate with excellent data analysis and interpretation skills
  • Excellent organisational skills, especially the ability to handle a complex, varied and substantial workload
  • Excellent verbal and written English, particularly in producing well designed and high-quality proposals and reports.

Language Skills: English (fluent). No additional languages are necessary.
