The Independent Custody Visiting Association (ICVA) supports Independent Custody Visiting (ICV) Schemes across the UK in their role of visiting and reporting back on the conditions in which people are held in police custody. The overall aim of independent custody visiting is to ensure that the regulations governing detention are complied with and to make recommendations for changes and improvements.

The ICVA works closely with the member schemes, supporting them with training and information, representing them at a national level including with Ministers and working with the Home office and Police and Crime Commissioners.

As a small organisation with just two staff, this CEO role combines setting and overseeing the strategic direction of the organisation whilst working with the Board with, hands-on activities including commissioning research, programme planning, and drafting reports. Playing an active role in representing the ICVA and Schemes at national and international bodies, including through attendance at the Ministerial Board and, the National Preventative Mechanism is also key part of the role.

This unique position requires someone with the ability to inspire confidence and trust with a range of stakeholders through being an excellent public speaker, and having strong writing skills, underpinned by excellent research and analytical skills, producing work capable of influencing a wide range of audiences.

Local volunteers make unannounced visits to police custody to check on the rights, entitlements, wellbeing and dignity of detainees held in police custody, reporting to PCCs and Policing Authorities who hold Chief Constables to account.

WE WORK CLOSELY WITH GOVERNMENT AND CRIMINAL JUSTICE ORGANISATIONS TO

  • Promote and support the effective provision of independent custody visiting in police forces in the United Kingdom
  • To support independent custody visitors across England and Wales in contributing, wherever possible and appropriate, initiatives to improve conditions in police custody.
  • Ensure alignment between the local delivery of independent custody visiting and the UK’s obligations under relevant international treaties, including the Optional Protocol to the Convention Against Torture (OPCAT) and European Human Rights legislation.
  • We are members of the UK National Preventive Mechanism (UKNPM) as required by the Optional Protocol against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) – an international human rights treaty designed to strengthen the protection of people deprived of their liberty.
