CGD Europe (CGDE), an independent, non-partisan research organization seeks a full-time Director of Human Resources and Operations, to be based in London.

The incumbent will provide strategic direction and tactical coordination for the Human Resources and Operations functions across the organisation. The postholder will lead on defining and implementing organisation wide policies and initiatives, ensure efficient delivery of all aspects of the day-to-day HR service and partner with Programmes and other internal stakeholders to understand and advise on HR needs that support the delivery of our charitable objectives. The postholder will also oversee day-to-day operations, including office management, procurement, regulatory compliance and risk management.

The Director will work closely with the Chief Finance, Planning and Operations Officer (CFPO) and Chief Operating Officer (COO) a thought partner to the Organisation’s overall operations and integrates HR initiatives, strategy, and activities across the Organisation.

The ideal candidate will possess broad expertise across numerous HR and Operations functional areas, with experience of working in the UK charity sector.

Responsibilities (including but not limited to):

Human Resources

  • Manage and execute all day-to-day HR processes and functions.
  • Ensure that recruiting processes are consistent, streamlined, and targeted toward the optimal applicant pools.
  • Provide end-to-end recruitment support, including managing sponsorship, working with hiring managers to draft role profiles; supporting shortlisting and interview process; educating hiring managers on recruitment strategies to help produce a diverse candidate pool; and working with leadership and directors on workforce planning and hiring needs.
  • Oversee onboarding of all new employees.
  • Support the execution of the organisation’s diversity, equity, and inclusion (DEI) plan.
  • Manage CGD’s compensation and benefits programs and evaluation systems and processes.
  • Ensure all HR programs are effective and in compliance with national regulations; Keep abreast of current guidelines, human resources legislation and regulations, as well as changes and trends in the human resources field.
  • Maintain knowledge of industry and regulatory developments and make recommendations to leadership improvement in policies, procedures, and programs to improve HR operations.
  • Maintain multi-channel approach for dealing with employee complaints or concerns in a confidential manner.
  • Conduct investigations when employee issues or concerns arise; partner with leadership team, external support, other staff, and/or legal counsel to resolve employee issues fairly, consistently and expeditiously.

Operations

  • Lead day-to-day office operations team, overseeing space planning, facilities, office administration/office services, and technology.
  • Manage and provide supervision to operations staff.
  • Responsible for ensuring regulatory compliance, including health & safety, data protection and GDPR.
  • Support CFPO by providing audit support, contracts management, and playing a key role within the internal control/segregation of duties environment.
  • Manage procurement processes for CGDE, including but not limited to individual consultants, service providers and sub-grantees.
  • To be responsible for managing and coordinating the organisation’s health and safety policies, including regular reporting to the COO as well as the Board of Trustees. 
  • Act as the executive lead for risk and produce and maintain the corporate risk register and associated action plans. Deal with external advisors with regard to legal matters.

Skills and Qualifications:

  • Bachelor’s degree with significant experience in a similar role; master’s degree may be substituted for some, but not all, experience. HR certification preferred but not required. Charity sector experience a plus.
  • A deep understanding of HR and employment law issues and how they affect an organisation on a strategic level
  • Demonstrated leadership and management skills.
  • High-impact, effective communicator able to convey information at all levels of the organisation possessing excellent written and verbal communication skills.
  • Poise, confidence, discretion required.
  • Proficiency with Microsoft Office Suite, Jazz HR and similar ATS, and performance evaluation tools/systems
  • Friendly and flexible team player attitude; a willingness to pitch into all projects and tasks is a must
  • Excellent follow-through and attention to detail, with the ability to track and manage multiple critical initiatives.
  • Extensive experience managing and motivating staff.
  • Good business acumen and confidence in dealing with people at all levels.
  • An ability to develop policy and to lead the delivery of organisational goals, visions and values.
  • Excellent people leadership abilities, including well-developed coaching and facilitation skills and the ability to empower staff across and within teams.
  • Able to demonstrate a high level of personal integrity and a strong focus on personal accountability to deliver effective outcomes.
  • Comfortable with ambiguity and uncertainty, able to adapt nimbly and lead others through complex situations.
