Job Description

The BCVS is a highly respected Local Infrastructure Organisation (LIO), working in a large geographical district covering the northern third of Nottinghamshire and beyond.  It is a complex district, which, although in Nottinghamshire, has close relationships with other neighbouring areas, in particular, South Yorkshire and North Derbyshire.

The breadth of our strategic work is vast, spanning the NHS ICS areas of South Yorkshire and Bassetlaw, Nottingham and Nottinghamshire and Derby and Derbyshire and Local Authority areas of Nottinghamshire and Derbyshire.  BCVS actively represents the VCSEF sector at over 70 meetings and forums, and in the past year BCVS has been a key player the Bassetlaw response to the impact of COVID-19.  

BCVS is a forward thinking and proactive LIO that delivers a range of projects and core infrastructure support to a range of important organisations. A key strength is its collaborative and partnership-based approach that has brought clear outcomes for the VCSEF sector and the communities it serves.

Purpose of the Job

This role provides leadership to BCVS.

  • Oversees a high quality of service, in line with all current laws and regulations
  • Oversees management and development of staff and volunteer team
  • Ensures that the organisation runs efficiently and effectively and consistently delivers improvement
  • Supports the BCVS trustee board
  • Makes the case for and speaks as the trusted voice of the VCSEF sector with LA’s, NHS, Government and other stakeholders.

Key Responsibilities

Strategic Leadership

Provide strategic leadership and direction, ensuring strategic plans and policies are developed and implemented to facilitate the achievement of BCVS’s charitable aims.

Identify resources and partnerships, which will enable BCVS to take a lead role in developing the sector locally.

Take overall management responsibility for BCVS and with other senior colleagues, prepare and ensure the effective delivery of annual budgets, business plans and work plans, as agreed by the Board.

Ensure that effective risk management is in place for all aspects of activity at BCVS.

Board/Governance

Carry overall responsibility for implementation of decisions made, and policies approved by the Board of Directors/Trustees.

Ensure regular and accurate reporting to the Board on all matters relevant to the discharge of the Board’s responsibilities, providing support and guidance as appropriate.

Formulate proposals for approval by the Board, ensuring that all items for Board consideration are prepared to the highest standards.

Build a collaborative partnership with the Chair and ensure effective communication and collaboration between Board members, staff, volunteers and other stakeholders.

Support the Board in identifying potential Board members, seeking to recruit those with relevant skills and seeking to achieve a broad range of representation.

Operational Management and Service Provision

Provide strategic guidance to BCVS’s work, and in the day-to-day management and leadership of all areas of service delivery.

Ensure research is undertaken in assessing need, being proactive and having a forward-looking approach to the development of BCVS services. Work in partnership with other service providers, as appropriate.

Define outcomes and allocate resources for their achievement and set out the performance measures and standards to be achieved. Underpin these plans with a performance management system involving all staff.

Ensure the highest level of customer care and that quality assurance and performance review systems are developed.

Maintain a climate that fosters effective communications and collaborative working relationships at BCVS, as well as with volunteers, the wider community and outside agencies.

Managing People

Provide an inclusive and supportive environment in which staff and volunteers can obtain job and role satisfaction and professional development and which attracts, retains and motivates quality staff and volunteers.

Responsibility for the management of staff and volunteers. Recruit, support and develop line managed posts; actively develop succession planning strategies for key management posts.

Take the lead in staff communication, ensuring an effective flow of information between all levels of the organisation and ensuring staff awareness of developments within BCVS.

Promote a healthy working environment, demonstrating leadership through personal example.

External Promotion and Representation

Positively and proactively promote BCVS’s work in communities of interest, so that the work of the organisation is known, understood and valued.

Represent BCVS at the District and County Councils, ICS areas and with commissioner/funders and within specialist networks.

Represent BCVS at joint planning forums and in consortia working. Develop partnerships with statutory, voluntary, business, faith and community organisations.

Ensure that effective media/communications plans are in place and implemented and that BCVS is always presented in a positive and professional manner.

Financial and Legal Management

Ensure that BCVS operates within legal requirements, including the statutory requirements of the Charity Commissions, Company Law, Employment Law, Health and Safety, GDPR and other relevant legislation.

Ensure that statutory reporting requirements (annual report, examined/audited accounts, changes in Directors/Trustees) are complied with and Company Secretary duties are undertaken.

Overall responsibility for the management of BCVS’s finances, as detailed in the BCVS financial policy, including budgetary control in all expenditure. Authorising expenditure and payments in line with BCVS’s policies and procedures.

Ensure that BCVS’s budgets and plans are properly funded from appropriate sources, including grant and government funding, as well as income generation.

Assume a shared responsibility with the Board, for using financial resources wisely to further the objectives of BCVS.

To be responsible for the use and upkeep of premises in line with any leasing or ownership arrangements.

Scope and Limits of Authority

The postholder has executive responsibility for the management and statutory compliance of the charitable company BCVS

The postholder is expected to keep the Chair of the Board of Directors/Trustees appraised of decisions which can or do have a significant impact on BCVS services and finances.
