The Head of Government Partnerships leads Comic Relief’s partnerships with the UK’s Foreign, Commonwealth and Development Office (FCDO, formerly DFID)and the UK’s Department for Digital, Culture, Media and Sport (DCMS) (specifically the Tampon Tax Fund)  and has strategic overview of the whole portfolio including directly managing some high-risk and strategic investments. They will ensure that funding is progressive, impactful and communicable. The post holder will ensure that learning, sustainability and exit planning are prioritised for all government funded investments. The post holder will lead the Government Partnerships team (7) to ensure delivery of all commitments in line with partnership agreements and to drive forward new opportunities for government funding.

As a member of the Impact & Investment leadership team, they will lead on identifying and agreeing partnerships aligned with our social change strategy, in order to bring in £18m-£22m annual income from existing and new funding partnerships.

                                                                 

Key responsibilities:

  • Provide strategic leadership of Comic Relief’s global portfolio of Government Funded partnerships, while taking responsibility for new partnership development with government (UK and non-UK)
  • Explore opportunities to partner with government departments outside of existing relationships and develop these relationships further - up to 20% of the role should be spent on identifying and developing relationships with public sector funders to bring in new income
  • Work closely with the Assurance, Finance and Learning & Fund Design teams to ensure compliance with partner agreements, logframes/approved programme deliverables, partner reporting and due diligence requirements, including safeguarding and counter fraud.
  • Lead the Government Partnerships team (approx. 7) to design and deliver funding programmes with positive social impact, aligned with Comic Relief’s social change strategy.
  • Take personal responsibility for high risk, value or complex relationships with funded partners.
  • Act as a point of elevation for the team and work closely with colleagues in Assurance and Finance to oversee portfolio budgets and ensure specialist, technical input is received in relation to financial risk.
  • Communicate in an open, honest and transparent way with potential applicants, funded partners and funding partners.
  • Ensure that people with lived or learnt experience are actively engaged within the way we design our funding calls and manage our funding portfolios.
  • Within the way we design our funding calls and manage our funding portfolios, creatively find ways to unlock the inherent power of communities and organisations in determining their own development course.
  • Work closely with the Learning and Fund Design team to embed ongoing learning and long-term sustainability across the portfolio of investments.
  • Externally champion Comic Relief within Government and particularly the issues within the Social Change Strategy.
  • Represent the Impact & Investment Directorate at regular Comic Relief Social Impact Committee meetings.
  • As a member of the Leadership Team within Impact & Investment, support the Executive Director in setting and reaching departmental KPIs, and ensuring alignment between Comic Relief’s funding approach and the social change strategy.
  • Work with the Partnership Development Manager, Corporate Partnerships and Philanthropy teams to develop, broker and leverage government partnerships - advising on and developing potential funding and delivery models.
  • Recruit, lead, manage and support direct line reports through regular one – to – one’s and clear performance objectives and KPI’s and create a culture of collaboration and flexibility within the team.

Essential Skills and Competencies:

  • Proven leadership and management of high performing teams.
  • Significant experience within the impact and investment arena, with experience working closely with government and funding partners on complex social change programmes. Experience of working in international development and in partnership with the FCDO (formerly DFID) desirable.
  • Influencing and negotiation skills with the proven ability to broker new partnerships, especially with funding organisations.
  • Strategic and analytical thinker with the ability to see the bigger picture and make appropriate and effective decisions.
  • Effective relationship builder with strong emotional intelligence and political awareness to proactively challenge and persuade senior stakeholders and partners.
  • Strong communicator and planner with a flexible, engaging and inspirational style.

Comic Relief is obviously a charity - but it's also a business too.

The money we raise is allocated to a wide range of grants and social investments aimed at delivering real and long-lasting change to the poorest, most vulnerable people at home and across the world; as well as informing the public and young people in particular about global citizenship and the underlying causes of extreme poverty.

That money comes in from a number of different sources. Traditional charitable fundraising obviously plays a vital role. The public contribute to Comic Relief's annual campaigns by raising money through sponsorship and by making donations online, by post, by telephone and through major banks and building societies. This support, from almost the very day Comic Relief was formed, has been both humbling and inspirational.

On the business side of things, Comic Relief works with key corporate partners to produce products and promotions that are profitable. The clearest example of this is the Red Nose that is the emblem of Red Nose Day.

Where possible these products tie-in with the charity's commitment to delivering benefits to poor farmers and producers. The Red Nose Day 2007 T-shirt for instance was made with fair trade cotton from Mali, Cameroon and Senegal and there will be a fair trade Maraba Bourbon coffee grown in Rwanda, a country to which Comic Relief has had a clear commitment since the appalling genocide of 1994.

Another way Comic Relief raises funds is via the creativity made available to the charity. Comedians from time to time offer access to key brands like Little Britain for commercial exploitation. The charity also develops and owns key sub-brands like Robbie the Reindeer and Monkey, both of which deliver a revenue too.
