About INSO

Founded in 2011, the International NGO Safety Organisation (INSO) is an international charity based in The Hague. Our mission is to protect aid workers and improve humanitarian access.

We are the largest NGO safety body globally, providing round the clock information and coordination support to more than 1,000 national and international organisations across 14 counties.

We work by engaging NGOs and other humanitarian actors in a broad network of interlocking services - including real time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training – that help them with the planning and delivery of humanitarian operations at all levels.

Moving rapidly from innovate start up to established coordination mechanism, INSO is in the process of establishing its first European Headquarter in the Hague from were we will continue pursuit of our mission to improve humanitarian safety.  

About the post

With our move to The Hague, INSO is undertaking a variety of organisational restructuring projects to better reflect and serve an organisation of our scope and to place us on a firmer institutional footing for the coming decades.

This includes the creation of a new, fully functional Human Resources Department to build an inclusive and equitable organisational that accomplishes our mission, adds value to society and effectively meets the needs of beneficiaries, staff, donors, regulators, and other stakeholders.

We are now seeking a dynamic, talented, and highly motivated individual to serve as our worldwide Human Resources Director (HRD) and lead the challenge of building a world class humanitarian HR department and service. 

Spanning strategic and tactical functions, the post combines big ‘blue-skies’ thinking opportunities with direct management of day-to-day issues across our 1,000-strong workforce.

Working directly with the Executive Director, and as part of the Senior Management Team (SMT), the HRD will enjoy a significant degree of authority to conceptualize, design and then implement innovative HR systems at global scale.

The ideal candidate is already the global Human Resources Director for a major international NGO who is looking for a change. The post will be supported by two full time HR Managers (Recruitment and Admin/Comp & Benefits) and has dotted line management to Operations Managers in each country office (14).

The post is based full time in the Hague with occasional travel to field offices.

Main responsibilities

The Human Resources Director will take overall responsibility for all functional areas within the Department and for all employees and volunteers worldwide whether they are national or international. These include but are not limited to:

Strategy, Policy and Leadership

The HRD will take responsibility for setting strategy, developing comprehensive policy, and leading colleagues across the HR Department. With the support of the Executive Director, other members of the SMT and outside counsel, the HRD will establish an overall vision for the dept that aligns with INSO’s principles, objectives and preferences and develop the budget and human resources to accomplish that vision. S/he will need to identify priorities and translate strategic concepts into practical solutions to ensure a coherent department that meets obligations at all level (national and international). S/he will keep strategy and policy under regular review (to maintain compliance with various regulators) and proactively promote awareness and monitor compliance across the organisation. The HRD will be responsible for reporting on Department activity at SMT, Executive, Board and regulator levels as needed.  

Employee Relations    

Modeling and promoting organisational culture and ethics, the HRD will act as the main point of contact on HR issues across the organisation, answering questions, creating solutions and solving problems. S/he will provide coaching and advice to managers and employees regarding day-to-day interactions and interpretations of HR-related policies, processes and practices. S/he will serve a focal point for resolution of disputes, grievances and, with the support of others, the investigation of complaints including safeguarding. S/he will regularly review and update the employee regulations to address omissions and maintain compliance with best practices, regulatory requirements and developing organisational principles and practice.

Recruitment & Retention

The HRD will lead and support the HR Manager (Recruitment) in creating and developing a highly efficient recruitment and onboarding process that seeks to identify, recruit, and retain exceptional candidates aligned with the organisations mission and principles while ensuring fairness and consistency of process throughout. S/he will regularly evaluate policy and procedures, introducing improvements where necessary with a focus on inclusion and diversity and will guide and support hiring managers in understanding the process and recruitment culture. S/he will ensure recruits are effectively oriented in to the organisational and benefit from coherent mobility, development, and performance management systems.

Compensation & Benefits

The HRD will lead and support the HR Manager (Admin/Comp & Benefits) in the development and implementation of an equitable and competitive Compensation & Benefits approach that ensures transparency and fairness of process at all levels. S/he will oversee employee benefit programmes including staff payroll, insurance and other statutory benefits. S/he will regularly review to ensure competitiveness and compliance with various statutory regulators.  

Administration & Analytics

The HRD will support and oversee both HR Managers in the effective administration of day-to-day HR functions including contacting, changes of status leave management, on boarding and off boarding, timesheets, certifications, employee files, health and safety issues, disputes and queries etc. S/he will supervise the design and implementation of an organisation wide HRIS (including digital employee files, employee self-service functions and job application and screening processed) and establish key performance indicators to measure departmental accomplishments and progress.

Minimum Requirements

The HRD is a high level and challenging role and will only suit the most experienced applicants.

Applicants will be initially screened on the following attributes if you can please outline how you meet these in your cover letter (bullet points are fine):

o          At least 10 years in HR management in an humanitarian setting (must have NGO, Red Cross, or exceptionally UN, experience)

o          At least 3 years in departmental leadership role (Director, Vice President)

o          Experience writing and implementing global strategy and policy frameworks (experience setting country level frameworks is insufficient)

o          Functional expertise and practical experience across all main areas of HR (as above) including from risk management and compliance perspective.

o          Experience as part of a Senior Management Team (with CEO, COO, CFO etc)

o          Experience leading and supporting teams across multiple countries.

o          Masters (MSc/MA) level education, ideally in HR or related field.

o          High level of emotional intelligence and strong interpersonal skills.

o          Fluent written and spoken English

o          Willing to travel to the field occasionally

Bonus Points

We would also be happy to see these attributes, but they will not be considered essential:

o          SHRM, HRCI, HRPA member and associated technical qualifications.

o          Second language (French or Arabic)

o          Experience installing an HRIS system

o          Existing knowledge of INSO and our mission

Terms & Conditions 

Global hire, full time contract (fixed term) based in the Hague, Netherlands, gross €90,000 p.a salary, 8% vacation pay, 2.5 days annual leave per month. The post is eligible for HSM visa sponsorship by INSO and resettlement allowance.
