We are seeking to appoint our next Director of Care at Tŷ  Hafan, the children’s hospice for Wales. 

Tŷ Hafan is celebrating 20 years of providing high quality holistic care to life-limited children, young people and their families. The charity is now looking ahead to the next 20 years, and creating a hospice service fit for the future needs of children in Wales.

The current Director of Care is retiring after five years at the Charity, having played a key part in developing new services in the hospice whilst growing occupancy and developing the vision for the next 5 years. The next phase of the strategy is to turn the vision into reality. Working with a dynamic Executive team the next Director of Care will be engaged on a fixed term contract, whilst the care model is being reviewed, to continue the momentum of transformation to meet the future needs of ever more complex life limited children and their families.

The successful candidate will play a leading role in ensuring the continued delivery of safe, high quality innovative care. The Board of Trustees and Executive Management team take pride in the highest standards of governance and accountability. Continual improvement in risk management and quality impact evaluated services to ensure equitable and sustainable delivery, built around the children and their families, is the cornerstone of the direction of the charity. The ability to lead on family and staff engagement and to collaborate with leaders in healthcare, local government and Welsh Government, in order to develop a Wales-wide model of paediatric palliative care, is fundamental to the role.

The new director will continue the progress of the past five years, complete the clinical oversight of the implementation of electronic clinical records management, deliver the clinical management of the refurbishment, develop the quality and risk framework for the next five years, and support with the review of the care model in line with the developments within the hospice and paediatric palliative care sectors.

As the ideal candidate you will have substantial experience as a director leading a health care organisation along with experience of driving a people focused culture whilst leading on transformation and change.

JOB PURPOSE

The Director of Care is responsible for the leadership and development of care and clinical support services and as a member of the Executive Team provides robust and expert clinical advice to the Board of Trustees, Chief Executive and Directors.

MAIN DUTIES & RESPONSABILITIES

  • To be responsible and accountable for the provision and development of the clinical care and the community family centred services provided by Ty Hafan.
  • Provide strong, visible and supportive leadership to Heads of Department, enabling them to effectively lead their teams and continually review and develop services to improve outcomes for our families.
  • Lead all aspects of the business planning process for the delivery of care and contribute to organisational business planning.
  • Establish, implement and review the care strategy and annual operational plans, in partnership with the Heads of Service and Executive Leadership Team, responding to changes and regularly reviewing the effectiveness of the strategy with regards the delivery of care.
  • Drive continual improvement and transformation to embed high standards of safe, high quality care at all times, to create a compassionate family centred environment which enhances the family experience.
  • Ensure the hospice meets requirements in relation to the Health Inspectorate of Wales (HIW), providing assurance to the board as registered provider, independently supported by the responsible individual and registered manager and lead on taking any necessary corrective action as appropriate.
  • Accountable for the effective management of incidents, accidents and complaints for care services, ensuring all issues are handled effectively and efficiently in accordance with legislation and Ty Hafan policy.
  • Provide professional and clinical advice to the chief executive and board, particularly in relation to changes to regulation, legislation and practice.
  • Provide regular effective reporting to the Board of Trustees and relevant sub committees.
  • Ensure that there are effective and robust systems and policies are in place to provide assurance as part of the risk management framework, taking the lead role for clinical risk management.
  • Utilise a range of internal and external data sources to review and develop care services, involving users and key stakeholders, to ensure existing and emergent child and family reported outcomes are achieved.
  • Represent the clinical services of the charity externally and where appropriate with the aim of influencing the paediatric palliative and end of life care agenda.
  • Ensure that we adhere to the highest standards of clinical governance via methods such as audit, risk assessment, and management, incident and complaint management, evidence based care policies and procedures.
  • Accountable for setting and management of the Care budget, ensuring the services operate within agreed budgetary parameters.
  • Ensure that all statutory safeguarding regulations are adhered to and that mandatory training, policies and procedures reflect best practice.
  • Work effectively as a member of the executive team, participating in charity wide decisions making and critical analysis of issues, providing support and assistance when needed to other members.
  • Critically review all care operating policies and procedures to ensure they remain relevant to the needs of the service and are in line with professional best practice, regulatory requirements and current best practice.

PEOPLE AND DEVELOPMENNT

  • To effectively line manage direct reports through providing and inspiring strong leadership, drive and innovation to Care Services.
  • Responsible for effective workforce planning for care services, ensuring that staffing levels meet the needs of our children safety
  • Champion and oversee the performance, professional learning and development of care services staff, ensuring the provision of appropriate support and clinical supervision.
  • Foster a culture which empowers staff to achieve excellence in the delivery of paediatric palliative care.
  • Drive a culture of positive employee engagement which enables values and responds to staff feedback.
  • Always act as a role model and ambassador for the charity, consistently demonstrating our values and behaviours and driving similar behaviours from all care services.
