The Supply Chain Manager will be the main point of contact on the programme team for all matters relating to operational procurement and supply chain. As the post holder, you will be responsible for the implementation of the programme supply chain strategy and management of end-to-end procurement for the goods, equipment and consumables required to support the delivery of the programme under the leadership of the ASCEND Central Operations Unit (COU) Coordinator. This role will ensure that activities are carried out in line with DFID donor rules, Sightsavers organisational policies and GDP certified Quality Manager System (QMS) for Programme Supply Chain.

Contract: 2 year Fixed Term Contract

Working closing with the ASCEND Programme Optimisation Unit (POU) you will establish a robust supply chain for the programme that achieves capacity building/strengthening as well as identified VFM objectives. As the Supply Chain Manager you will collaborate with the POU to consolidate and analyse demand planning and forecasting data to anticipate procurement needs, determine best approach and apply suitable models to using and improve on existing tools, and apply business and supply chain intelligence and translate programme implementation plans into procurement strategies.

The main responsibilities of the Supply Chain Manager are;

  • Day-to-day project management of all operational procurement and supply chain aspects of the ASCEND programme;
  • Act as the key point of contact for the ASCEND team and partners for operational procurement and supply chain activities;
  • Be accountable for internal and external compliance requirements relevant to operational procurement and supply chain activities (e.g. overall regulatory environment, policy framework, donor rules, etc.);
  • Develop and streamline the end-to-end procurement and supply chain processes for the programme with relevant stakeholders and partners, using and improving on existing systems and tools, or introducing new systems/tools as appropriate;
  • Proactively work with the programme team, partners and technical staff to determine the operational procurement requirements and practical delivery timelines for the programme;
  • Work with the wider Sightsavers Programme Supply Chain team to resolve any GDP compliance issues, issues with import procedures at country level or with suppliers for all Sightsavers purchases relating to the programme; and supporting partners to do the same;
  • Identify, review and assess risks to supply and demand variability in the programme and identify strategies to manage and mitigate such risks;
  • Implement strategies and plans in countries for which there is direct responsibility for activities.

To be successful in your application you will be educated to degree level (or similar), or have equivalent professional working experience in a relevant discipline, and be qualified in logistics and Supply Chain Management, CIPS qualifications, APICS, Project Management or other equivalent certifications.

You will need to have experience in procurement and supply chain management, preferably in relevant or relatable areas for the scope of the role (i.e. NTDs, Western and Central Africa, etc.). Have knowledge in the technical aspects and compliance requirements of procuring medical and healthcare products and other clinical goods, have a considerable background in the implementation of development/humanitarian programmes funded by institutional donors, DFID in particular, and possess experience in Global procurement and supply chain operations including logistics management, particularly in developing and conflict-affected/fragile states.

Sightsavers is an international charity that works in more than 30 countries around the world to eliminate avoidable blindness and support people with visual impairments to live independently. Sightsavers is headquartered in the UK and has over 400 employees. It also has branches in Norway, Sweden, Ireland, Italy, India, the United States and the United Arab Emirates.

Sightsavers works with partners in order to provide a comprehensive range of eye care services. In 2013, Sightsavers' projects provided eye health examinations for nearly 14 million people, performed 300,000 eye operations, and treated over 100 million people for neglected tropical diseases.

People are also referred for treatment to prevent blindness or restore sight. Through community volunteers in developing countries, Sightsavers distributes medication to prevent blinding diseases. The charity also trains eye care workers and surgeons and funds operations.

Of the 30 countries Sightsavers works in, 23 are in Africa. These include Mozambique, Mali, Liberia and Kenya. Sightsavers is also present in India, Bangladesh, Pakistan, Sri Lanka and the Caribbean.

In addition to its medical work, Sightsavers works with partners in order to train specialist teaching staff and supply glasses, Braille kits and other learning tools. The charity aims to educate communities and reduce stigma around visual impairment and blindness. Through its work, people with visual impairments and other disabilities are supported to live independently, get an education and earn an income.

Sightsavers is also a campaigning organisation, working with national governments to tackle the root causes of avoidable blindness, such as lack of access to clean water and sanitation facilities. The charity’s ‘Put us in the Picture campaign calls on the international community to make global development inclusive of the world’s 800m people with disabilities. The campaign’s vision is for all people to have equal access to employment, education, healthcare and participation in society.

Backing up Sightsavers’ work around the world is a strong research capability. Research and policy work revolves around three priorities – health, education and social inclusion. Gathering and disseminating sound research evidence helps to ensure the charity’s programmes meet the needs of the people they are designed to serve. Research evidence is also a strong tool when advocating for policy changes with governments.
