The Role

This role will play a critical part in our future development by ensuring smooth running of the organisation, projects, governance and daily office business, and maximising the exchange and availability of operationally critical information. In addition, the Chief Operating Officer will assist with financial management and forecasting, supporting the Executive Director in strategic development, and taking charge of office management and ad hoc HR and legal matters. This exciting role provides the opportunity for both strategic vision as well as being hands on.

This role requires an individual who is comfortable rolling their sleeves up to fix problems, foresee and prevent issues from happening within projects, knows how to manage multiple deadlines, projects, and contributing factors at once, in addition to collaborate and develop staff, and to provide consistent, strategic and operational support to the Executive Director.
 

Responsibilities

Planning and Performance

  1. Leading on business, logistical and operational planning, change and structural implementation.
  2. Oversight and responsibility for organisational wide project management, from assisting with conception through to post-project evaluations, including critical path analysis, troubleshooting, and cost-benefit analysis.
  3. Oversight of project teams and collaboration efforts. Working with the Senior Management Team to ensure that every research project has impact, influence and income relevance and targets where appropriate.
  4. Establishing KPIs for projects to ensure they have demonstrable ROI, monitoring these on an ongoing basis.
  5. Approval of all project production costs.

Finance

  1. To work with Senior Colleagues to approve all funding proposal budgets, and where necessary to create them To oversee the grant reporting process and compliance with grant terms. Monitoring budget schedule and project performance, and invoicing and monitoring payment. Forecasting and maintaining cash flow and profit & loss projections for the HJS Group, reporting quarterly to the Finance Sub-Committee, and the board of directors. Oversight of all financial administration and processing. To run and approve monthly payroll. To oversee the work of the management accountant. To ensure organisational compliance with the pension scheme. Authorising staff expenses. To lead the annual audit, organisational budget and financial review process.

Governance and Operations

  1. Overall responsibility for all governance meetings (board of directors, finance sub-committee, Senior Management Team, and AGM). Reporting regularly to the board on organisational updates, issues and challenges to ensure that decisions are made with the necessary information to hand. To be the organisation’s Data Officer and to be responsible and accountable for the compliance of data regulations. Oversight and responsibility for the organisation's IT systems on a day to day basis. Oversight and responsibility for office systems including corporate records on the CRM system. Responsibility to train, assess and oversee all data entry on the CRM system. Managing all legal processes such as contract creation. To ensure organisational compliance with all government regulations. To define, and oversee all organisational policy and procedures. To oversee the governance, and relationship with the Henry Jackson Society, Inc. To oversee the relationship, and manage the governance between the organisation and its trading subsidiary Strategic Analysis Ltd, according to the Framework of Operations. To oversee the Chief of Staff’s membership duties. Ensuring data, finance, renewals and member benefits are being operated and governed correctly.

Human Resources

  1. To directly line-manage the Operations Manager. Responsibility for the professional development programme, and delivering it where appropriate, within the organisation. Responsibility for leading any disciplinary and grievance processes as appropriate. Responsibility for the creation, maintenance and compliance with all HR policies and processes. Responsibility for ensuring all probationary and appraisal review meetings occur. Responsibility of compliance with the UK Right to Work, and visa procedures. To oversee the health care and other employee benefit schemes. To oversee the Chief of Staff’s duties with our volunteer programme. Ensuring appropriate recruitment, training and opportunities are given to volunteers.

Such other duties may be assigned by the Executive Director or their nominee.
