We are looking for a Programme Development Finance Manager to join our client, a charity that tackles global poverty and injustice.

Please note, this role is based in central Oxford.

Reporting to the Country Operations Manager, you will be responsible for providing expert advice on budget design, cost recovery and donor context and financial requirements (policy and procedure).

Your key responsibilities will fall under 3 overarching areas of work. The first, Management, will include the following responsibilities: providing strategic donor insight advisory support to countries and programmatic teams, managing the Programme Development Finance Advisor and managing relationships with Donors. The second, Analysis and Problem Solving, will incorporate the following daily activities: providing financial support to budget proposals, finalising the implementation of the cost recovery project strategy and supporting budget design to increase income and cost recovery from donor contracts. The third, Impact, will involve implementing the Restricted Funding Cost Recovery project, interacting with donors to influence and mitigate relationship risk and designing a Donor Risk dashboard.

To be considered for this role, it is essential that you have previous management experience and a working knowledge of institutional donors' rules. A qualified accountant, you will have excellent project management and communication skills. The ideal candidate will have a thorough knowledge of country operational challenges, alongside expertise in budget deign and articulation. Finally, you will be comfortable working on commercial, tender and grant modalities.
