Head of HR Operations (Charity / Residential Care) 

Our client is an inspirational national charity located in Hertfordshire. They provide high-quality individualised care, education and leisure opportunities for children and adults who have epilepsy and significant complex neurological conditions, the severity of which impacts on their health and learning, and their social and emotional development. Their 650 staff provide expert specialist care and education services to around 200 service users, the majority of whom are residents on their beautiful 68 acre site located just outside Bishops Stortford. 

Position: Head of HR Operations 
Location: St Elizabeth's Centre, Much Hadham, Hertfordshire 
Job type: Full Time, Permanent 
Hours: 37.5 hours per week 
Salary: £41,718 - £45,499 per annum

About the role: 

Their Head of HR Operations is a key member of a strong professional HR senior management team (SMT), and acts as deputy to the HR Director. The HR SMT also comprises their HR Manager (Employee Relations) and their Staff Development Manager. Members of SMT work collaboratively together across their particular areas of specialism to provide an integrated end to end HR service to their customers. Once the Head of HR Operations is in place, SMT will embark on an exciting project to review and redefine their HR offer to ensure that they have the capability and capacity to deliver what the charity will need from us in the coming months and years. It is a time of change, and opportunity. 

Responsibilities: 

Strategic - to propose HR strategy and supporting delivery plans within key business-critical specialist areas in the context of a challenging HR agenda. 

To deliver a people-centred, professional and efficient recruitment and selection service and HR operations transactional service. Design and deliver subject expert matter training. Write policies, procedures, guidance, template letters etc. Ensure HR processes and policies are legally compliant and business relevant. Lead the HR Systems and analytics function, ensuring system use and value is maximized across HR and the services, supporting an agenda of excellent data management and security. Translate business requirements into effective HR practices and delivering people solutions aligned to business objectives. 

Subject matter expert – to include, recruitment and selection, and organisational re-design (to include organisational structures, grading and pay / reward), statutory / regulatory requirements e.g. pre-employment / employment checks / compliance. Ensure employment contracts and transactional paperwork / processes are compliant, and are aligned to support a successful, cost effective and quality client service. 

Stakeholder Management - liaise with senior executives and non-executives. Build positive and productive relationships with our internal customer base at the Centre. Identify and seek out external partnerships, negotiate and lead active partnership development with external stakeholders. 

Deputise for the Director of HR. 

About you: 

We are looking for a strong and experienced people manager, coach and leader who is equally comfortable shaping HR strategic projects, writing policy and engaging with senior stakeholders as they are when they dive “hands on” into operational and transactional detail. You will need to be an experienced and innovative recruiter, having managed high volume recruitment campaigns and delivered these successfully. You will also need to have a strong working knowledge of end to end HR processes, policies and procedures, with a practical understanding of LEAN principles (or similar). Attention to detail and the intellectual rigor to be able to navigate through statutory provisions within a highly regulated environment, are both essential to making a success of the role. 

You will have a first degree, or equivalent experience & ability, be CIPD qualified (L7) and, be operating at the level of a chartered member (CM) of the CIPD – we expect the successful applicant to be able to demonstrate the application of CIPD core behaviours at CM level, and with strong and broad specialist knowledge at CM level, with an emphasis on: resourcing, organisational development and design, people analytics, talent management, reward and employee experience.
