As an experienced senior service delivery manager with a proven track record of leadership in providing services to women experiencing violence against women and girls (VAWG) and working with partners and funders, the post holder will manage frontline workers, partnerships and other related projects. This includes multiple support/multiple disadvantage workers and group facilitators, and other relevant projects and staff.

She will be responsible for the operation of the service and be instrumental in working alongside the Business Support Team, all other Programme Managers, Director of DVA, CEO and Trustees in delivering high quality services. 

She will develop and maintain relationships with relevant partners and funders, together with the CEO and Director of DVA.  She will represent the organisation at meetings including presentations and support the development of strategic plans to ensure the sustainability, development and delivery of Advance services. She will also ensure adhering to quality systems, ensuring quality of service and safeguarding standards.  She will be responsible for recruiting, developing and managing the co located project staff and their projects; and for reporting on the delivery of these projects.

Business development and planning

  • Hold a key role in supporting the Director of DVA (DD) and CEO in programme and services development, including contributing to the tendering and bidding for services where required.
  • Represent Advance with its partners and funders, raising the profile of Advance and in sustaining and developing a range of partnerships.
  • As part of the Domestic Abuse services management team, be responsible for ensuring the implementation of the business plan for Advance services.
  • Work with the DD to develop new and existing models of services, based on the Advance values of innovation and high quality, and taking into consideration learnings from current services, the service-user feedback, current research and policy landscape, among others.

Quality Assurance and Contract Compliance

  • Implement quality assurance systems, and ensure that Advance meets the specific KPIs, targets and outcome measures for the contract compliance, taking appropriate action to manage poor performance as necessary, create and monitor action plans to ensure a high quality service, and to report issues and challenges to funders and the Director at the earliest opportunity while offering solutions/contingencies.
  • Develop and maintain strong relationships with partners in the delivery of services, influencing policy makers and decision makes and funders.  At all times uphold the strong reputation of Advance and remain professional in conduct. 
  • Attend, contribute and communicate outcomes from regular strategic and operational meetings and one to one performance review meetings with funders and partners.
  • Work with the other domestic abuse management team to accredit and re-accredit services, taking a lead in this work where applicable.

Service Management, staff management and Leadership

  • Leading, contributing and participating in organisational strategic planning days and in events and fundraising events which help to raise the profile or funds for Advance.
  • Manage a complex workload working independently or within a team where appropriate, and problem solving proactively to find solutions to systems and issues which affect front line services.
  • Be responsible for line managing and performance managing project staff within the post holder’s responsibility, including annual appraisals and supervision, ensuring staff training and development needs are regularly evaluated and training and learning opportunities are provided, and ensuring that staff are fully inducted and trained in and adhere to workplace procedures and work within the organisation’s case management and performance management framework .
  • Oversee the development of a consistent approach to programme training relevant to team and individual development needs and make recommendations for cross programme and organisational training to develop a strong culture of training and development at Advance. 
  • Instil a sense of unity and purpose into the work of the service through effective leadership, regular team meetings and review of team performance.
  • Deputise for the DD as necessary, reporting to the CEO.

High quality service delivery and impact measurement

  • Ensure best practice including that in regards to case management systems are embedded into service practices and that mechanisms are in place and understood by all to enable a high quality service at all times in line with policies and procedures.
  • Oversee the management of caseloads and casework to a high quality standard for the domestic abuse team, while ensuring the team remain motivated, records are maintained up to date and in line with data protection, and risk assessments, needs assessments and safety and support plans are well managed across the service
  • Provide day to day guidance and advice to staff on practice matters and case management to ensure staff are aware of their responsibilities in relation to agreed codes of practice and safe methods of work.
  • Set up systems and work with the Monitoring and Evaluation Officer to improve monitoring processes and systems for data, proving the impact of the work, and ensuring feedback from service users is used to improve services and is captured throughout the programme
  • Plan and Implement new services and new developments including proactively identifying gaps and incorporating equalities issues
  • Effectively manage change within the services, and ensure best and most appropriate use of staff to support capacity issues and ensure coverage of the programme

Financial management

  • With the management team, set, advise on and vary programme and project/pilot budgets to ensure high quality service delivery
  • Ensure the service works within the budget, is complaint with financial regulations, policies and procedures, and meets funding and Advance requirements
  • Manage and oversee the first tier manager managing day to day financial transactions such as petty cash
  • Collate and check all payroll data related to programme staff, and other human resources information (such as training, sickness and so on) providing monthly returns to the Business Support Office as required

Public and Inter-agency relations

  • Develop, maintain and review protocols and agreements with partner agencies and participate in multi-agency working parties, focus groups, steering groups while monitoring and reviewing the project  
  • Maintain and develop relations with appropriate authorities, agencies, organisations and individuals while playing an active part in network and partnership meetings, influencing new funding, training partners, and institutionally advocating to other agencies to ensure women’s voices in this process are heard and listened to
  • Respond within the bounds of confidentiality, to requests from other agencies for consultations or facilitate direct contact between agencies and service users as appropriate, in liaison with the CEO and DD
  • Ensure that the impact of Advance services is well promoted, and that the design and distribution of materials take into account the needs of all service users. Ensure that all publicity meets the requirement of the organisation brand.

General duties

  • Work as part of the Management Team, liaise and collaborate with staff at all levels colleagues to ensure delivery of organisational services and priorities, as directed, and work across teams and undertake such other duties, appropriate to the grade and character of the work, as may reasonably be expected
  • Protect the safety and security of Advance, service users, staff, volunteers and buildings, and the confidentiality of records and other information while ensuring effective implementation of Advance’s Safeguarding, Health & Safety, Equality and Diversity and other policies and procedures and upholding the core values of Advance
  • Be responsible for your own personal learning development and keep up to date on research, relevant legislation, policy and practice, and other literature relevant to the role.
  • Provide on-call management cover as required including management cover for the late evening duty staff rota system and participating in managerial rota to support 24hour on call projects.
  • Be comfortable working with ambiguity, be flexible, be agile and be proactive and solution focused while paying attention to detail.
