Transparency International (TI) is the global civil society organisation leading the fight against corruption. In collaboration with more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Transparency International is looking for an outstanding individual to lead on the Transparency International Movement’s global policy development and advocacy in order to substantially enhance Transparency International’s influence and impact. The purpose of this role is to enhance the ability of Transparency International to bring about policy change at regional, international and global levels by promoting sound and evidence-based policy; advancing and delivering Transparency International’s strategic advocacy goals by leading on high profile global advocacy initiatives; and contributing to the strategic integration of global policy and advocacy. This is an exciting position that will play a fundamental role in TI’s ability to have impact and enable systemic change.

Key Activities and Responsibilities

Policy & Advocacy

  • Lead policy development by defining clear policy goals and opportunities that fulfil the mission and the strategy of the TI Movement and through promoting TI’s evidence-based approach to anti-corruption
  • Conceptualise, plan and manage implementation of effective, focused, and impactful global advocacy initiatives, with clear influence objectives, alliance building strategies, coherence and clarity
  • Develop public policy positions, including production and sign off to ensure consistency and quality assurance
  • Co-ordinate the policy analysis and development for multi-country international advocacy initiatives and campaigns
  • Lead on the development of TI’s key global advocacy messages and on the identification of strategic and targeted audiences that can act as agents of change
  • Co-ordinate TI’s representation at the international level and build relationships with social movements and other key allies to demonstrably influence agendas, enhance policy change, and share best practice and learning
  • Ensure clear global alliance strategies and lead in their implementation
  • Promote new methods of advocacy, campaigning and mobilisation
  • Act as TI spokesperson contact for the media and for external stakeholders, as needed
  • Monitor, assess and respond as necessary to changes in the external environment, ensuring that these changes are reflected in the Policy & Advocacy team’s strategy and plans

People Leadership and Management

  • Act as a key change agent, reinforce TI’s mission, vision and values and strategic goals
  • Lead and manage the Policy & Advocacy team within a clear performance management framework, promoting a culture of high performance and excellence; continuous improvement; positive communication and teamwork
  • Interpret and apply all TI’s HR policies consistently and effectively, ensuring that all staff are aware of and comply with these policies

Planning & Budgets

  • Participate in the development of TI’s international strategy
  • Support operational planning and budgeting processes as required, and fulfil TI’s monitoring and evaluation requirements
  • Be accountable for the budget of the Policy & Advocacy team, including the development of the budget
  • Lead and contribute to the development of fundraising proposals

Requirements

Education, Language & Overall Experience

  • Master’s Degree or other relevant postgraduate qualification, or equivalent
  • Ten or more years of relevant experience with an International NGO or other International Organization in carrying out research and advocacy or campaigning
  • At least the last 3 to 5 years, experience in leadership positions with a successful track record in communications, public advocacy, staff leadership
  • Overall experience of working on issues of good governance, political reform, public sector reform, social justice, international development, or effective communications
  • Substantial leadership and management experience in an international setting
  • Good command of the English language (native speaker’s level) both verbal and written; additional language(s) an advantage

Essential Knowledge & Skills

  • A high-achieving, strategic, experienced and dynamic professional with a proven ability to develop a clear strategy for global policy and advocacy initiatives
  • Proven experience managing and leading medium to large teams, with a focus on high performance, excellence, and problem solving
  • A proven track record of facilitative, collaborative team management to drive a culture of accountability, and ownership along with a natural ability to network and build successful and lasting relationships
  • Proven track record of leading processes that resulted in, or contributed to policy changes at an international level
  • Outstanding communication skills across various cultures
  • A commercial acumen with expertise in budgeting, strategy and planning and a flair for innovation
