Our work with government leaders has resulted in dramatic improvements in the lives of millions of poor people in the areas of access to health services, education, and electricity.
Our work focuses on the centre of government and is shaped by national priorities. It includes economic development and inclusive growth, job creation, modernising infrastructure, public service reforms, service delivery, and government innovations. We work with governments and leaders of fragile, developing, and emerging states to enhance their effectiveness. For those countries in the midst of vital transitions, effective government will be a key factor in determining success or failure. We support this by working shoulder to shoulder with our partner governments in pursuit of economic development that drives poverty reduction, and improves lives.
The Institute’s work on effective governance is born from the work formerly undertaken by the Africa Governance Initiative and Tony Blair Associates – Government Advisory from 2008 until 2017. In the last decade, we have worked in 20 countries across the world and are currently embedded in 13 countries across Africa. The Management Partner(s) will work with Ministries of Health (or equivalent) in the existing or potentially new TBI countries, subject to the award.
Focus of the Role:
During their two years within the Ministry of Health (or equivalent), the Management Partner will serve as a problem-solving partner to national leaders including the EPI programme/immunisation manager on high-priority initiatives. Specific areas of work will be determined in collaboration with the Ministry of Health.
He/she will have responsibility for but not limited to:
- Facilitating EPI Unit capacity-building of leadership and management skills, and health system capacity-building more broadly; providing bespoke, tailored management and technical trainings.
- Strengthening management processes and practices at specific levels of the immunisation delivery chain, including through supporting the Ministry of Health on prioritization and issue escalation of EPI strategic issues.
- Develop and execute strategy to improve disbursement of financial flows; in some countries this will include serving as an interlocutor between the Ministry of Health and other TBI advisors and counterparts in the Ministry of Finance to ensure effectively and timely programme delivery.
- Addressing vaccine delivery bottlenecks to identified communities by understanding the root cause of failed supply/cold chain integration.
- Improving decision support tools, through needs-based, bespoke trainings, dashboards, and tools to organize data and get it to decision-makers.
- Other duties as assigned based on country context.
This will entail working in a collaborative and respectful manner; actively contributing to the delivery and success of the project and feeding into the wider work and development of the TBI. Key stakeholders will include line ministries, EPI Teams, National coordination forums (ICCs), and Technical Advisory Groups (NITAGs). The advisor will be expected to develop strong links with other Ministries as well as with donors, diplomatic community and non-governmental organisations. The post holder will report to the Country Head at their country of posting and work in close cooperation with other Governance Advisors (as appropriate), and staff in the London headquarters. During their two years fulltime with the Ministry of Health, they will continue to be considered TBI staff and have access to TBI’s global team of advisors.
- Extensive health sector experience is required, in the public and/or private sectors. Experience in building institutional and managerial capacities, public sector reform, gender and socio-economic development in Africa is highly desirable, ideally including experience with vaccines or immunisation programmes;
- Relevant advanced degree (e.g., MBA, MPH) a plus;
- Experience working in and with governments, and/or with major global health care institutions, and delivering multilateral e.g. Gavi, Global Fund, World Bank, projects is an asset; strong political skills desirable;
- An ability to work independently, think strategically and translate strategies into delivery plans on the ground, with particular emphasis on attention to detail; with excellent analytical, organizational, communication and management skills;
- Excellent problem-solving and inter-personal skills and ability to work in a team with colleagues;
- Ability to liaise with partner governments, external bodies, organizations and key stakeholders to deliver the requirements of the office, and TBI in particular;
- Strong of sense ethics, discretion and perseverance required;
- Commitment to spending two years embedded and living in Africa.

TBI is seeking exceptional individuals with experience in social sectors, particularly in education and health, to advise our partner governments on planning and delivering priority social sector reforms.
TBI Advisors have worked with government counterparts to support a breadth of social sector reforms and coordination issues across the African continent, including: we helped to coordinate the Ebola response for our partner governments in the Mano River Union (Liberia, Sierra Leone and Guinea); in Sierra Leone, TBI supported the Ministry of Health and Sanitation to implement a scale-up, cohesive national Community Health Worker program; in Nigeria, we are supporting the Nigerian Centre for Disease Control on its mandate to protect the health of Nigerians through evidence-based prevention, surveillance and response activities; and in Liberia, we are supporting the Ministry of Education to undertake reforms that will set the country on a healthy path to significantly improved learning outcomes.
Gavi, the Vaccine Alliance is an international organization supporting lower-income countries to protect the health of children through increasing equitable access and use of vaccines. The Alliance is composed of a number of partners, including UNICEF, WHO and the Bill and Melinda Gates Foundation. To achieve improvements in immunization coverage, equity, and sustainability, Gavi recognises the critical role that immunization teams in Ministries of Health must play in ensuring successful vaccination programmes, and the significant challenges many countries face in ensuring that those teams develop and maintain adequate leadership and management capacities.
Therefore, Gavi and TBI are partnering to recruit high-calibre Management Partner(s) – the equivalent of TBI’s Governance Advisor – to provide immunisation teams with long-term and in-person managerial support and coaching. TBI will recruit, advise and support the Management Partner. The advisor will be an integral member of the Expanded Programme on Immunisation (EPI) and other relevant Ministry of Health team(s) in target countries for an initial period of performance up to two (2) years; the specific placement will be discussed during the recruitment process.
TBI’s goal, shared by Gavi and our partner governments, is to increase coverage for immunization by addressing supply chain bottlenecks, financial management constraints and under-capacitated health sector systems that collectively inhibit the effective delivery and administration of vaccines.
