A charity are looking for a Monitoring, Evaluation and Learning Advisor for a 10 month maternity cover to roll out and implement the MEL framework and to provide best practice guidance and set and coordinate the central learning and research agenda within Women's Economic Empowerment and the pathways of financial inclusion, value chain development, dignified work and entrepreneurship.

Working with MEL colleagues across the charity as well as programme and policy experts on Women's Economic Empowerment, you will facilitate the use of high quality M&E as well as accountability, learning and research methodologies and frameworks that together will ensure that charity has a strong evidence base for its Economic Empowerment work.

Key Responsibilities:
-Work with relevant colleagues to operationalize organization wide impact indicators and system for measuring the charity's global outcomes linked with Women Economic Empowerment (WEE).
-Lead the roll-out of the MEL framework for WEE which is to be used across Women's Economic Empowerment work including specific indicators for each focus area within Women's Economic empowerment.
-Supporting staff responsible for designing bids/proposals with understanding of a range of tools, methodologies and approaches to support quality MEL.
-Providing in-house training on the MEL framework for WEE as well as on MEL approaches specific to the measurement of WEE impact area.
-Identify and manage a limited pool of consultants by using the cycle of consultants' management process (recruitment, contracting and oversight), to support project design and evaluations when required. Use of MEL systems, tools and methodologies during programme implementation
-Support staff responsible for managing contracts won in overseeing the application of MEL tools, methodologies and approaches embedded into project design.
-Provide in house training in joint effort with other MEL resources to enable non-specialist staff to carry out oversight of the application of MEL systems.
-Provide remote and occasional in-country support to country teams and partners to enable them to effectively apply MEL tools and systems for effective data management and evidence generation.
-Provide remote and occasional in-country support on the development and use of qualitative and quantitative research tools and methodologies
-Provide input to the development of programme evaluations and source external consultants and at times manage those relationships and assignments when needed. Research, Learning and reporting
-Develop learning and research plan for Women's Economic Empowerment team.
Support the work of implementing country offices and technical teams to make use of data to generate research and learning products.
-Support organizational efforts to align and aggregate evidence with organizationally defined impact and outcome indicators relevant to WEE.
-Embed impact evaluations as part of the MEL strategy for selected initiatives.

Skills and Experience required:
-Experience of working in or on a variety of international development and humanitarian settings
-Experience of developing and rolling out monitoring process systems in an international organisation.
-Knowledge and awareness of development approaches that promote gender equality and women's economic empowerment
-Experience with Knowledge Management.
-An understanding of the use and application of gender analysis for development/humanitarian response.
-Familiarity with humanitarian quality and accountability systems.
-An understanding of contemporary UK donor thinking and practice around MEL and learning.
-Experience of writing funding proposals to institutional donors.
-A good grasp of contemporary issues and debates around monitoring, evaluation and learning in international development and/or humanitarian response.
-Well-versed in qualitative and quantitative analysis.
-Ability to manage large datasets and to synthetize impact-level evidence
-Ability to successfully run training programmes.
-Ability to disseminate learning effectively and in appropriate format for various target audiences.
